I just upgraded to Python 3.11 from 3.9

What exactly does that mean?

Did you upgrade your Pi's system installed python v3.9 to v3.11? Or did you install 3.11 side by side with 3.9?

If you upgraded your Pi's system interpreter to 3.11, you might as well start burning a new image in your SD card, because not finding that one package is going to be just the tip of the iceberg as far as problems you'll be encountering due to the upgrade.
