My bad, I said the wrong pin. It is in fact the RTS pin on GPIO17.
It's normally low but it goes high when the UART RX buffer is full. On the transmitting side I'm reading this signal and I only transmit a new byte if it is low.

Pink trace is UART data coming from other device, green is RTS signal from Raspberry Pi Zero 2 W.
