Yes I can do all those things. I have no problem SSH-ing into the rPi when it is getting power from the computer via micro-USB.I'm not a Windows user but do you not need '.local' on the end of the Pi name?
A few things you can check:
- Did you enable SSH when you made the image?
- Is the Pi connected to the WiFi network?
- Does the WiFi network allow you to connect between clients (lots of wifi networks have client isolation on it that stops this)?
- Can you ping the Pi by IP address?
- Can you ping the pi by name?
