Unfortunately on the Pi case, it likely translates to you being able to buy the SBC to "repair" the failed SBC. The legislation I have seen does not require the vendor to make all components available as anything approaching their "cost" in single unit quantities.
And that will likely the case for almost all manufacturers in the foreseeable future. Will be so until legislation does demand more of manufacturers.

As with most changes it's early days, and a journey, convincing manufacturers to embrace change and not rally opposition to it. Change usually has to be incremental to avoid opposition to it.

The main arguments manufacturers have is cost, having to deal with handling one off sales, and that's a legitimate issue. The solution there might be to have a national service which functions as a low quantity supplier, handles actual sales, while laws only force manufacturers to have to sell to that service at near buy-in cost. There's usually some equitable solution which can be hammered out.

At least most have recognised that 'throw it away, buy a new one' isn't always the best way to do things, and hopefully the situation will improve over time. It will likely be impossible to reach 'zero waste' but there are certainly improvements which could be made. Most manufacturers with a conscience recognise and accept the problem exists, even if they do have issues with how it should be resolved.
