Do connect the 5V for the ESC to Vbus. There is an internal diode between Vbus and Vsys which might need a little bit of voltage.
For a test, disconnect the motor completely and connect the motor to Vbus and GND. With some luck the motor runs at full speed. Then reduce the pwm frequency down to 50Hz. Could help, or not.
If still no full speed, then use a 5V power supply with one or two ampere and connect the motor to this supply. Should be full speed. If not, then the USB supply (from your computer) to the pico limits the current.
