I just have tried again several times as you suggested. Completely unplugged the PI and power supply and also removed the M.2 with the OS for testing.
Now i can say again with certainty that many times it is recognized only as USB-C 3000mA. Sometimes it is recognized correctly as Rpi USB-PD 5000mA. But sadly only about half of the time i tested.
The way many of you described it there seems to be a problem with the native PD negotiation then !?

You have a system with broken USB-PD negotiation. Unfortunately is in not possible at this point to determine is the power supply or the SBC itself is broken. On the balance of probabilities I would RMA the power supply first.

Unfortunately with successful PD negotiation the power supply is not going to supply 5A, which means even if you override the USB current limit on the Pi you are not going to actually have the current available. Without successful negotiation with the sink, it will default to supplying 5V@3A.
