That is a very old O.S. version! I suspect that the USB port on the P3B+ is not able to supply sufficient current to the Samsung drive (and/or the drive now needs more as it's aged). IIRC the max current available, with an appropriate config.txt setting (possibly post-Stretch) was ~900mA shared over all USB ports. For comparison I'm able to boot & run (later) headless "Buster" on my P3B+ from a USB-to-SATA connected SSD only connected**.I am running Plex server on Raspberry Pi 3B+. OS is Raspbian Stretch. Only 1x USB port is being used for external USB drive.
Extternal USB drive is a Samsung 1TB SSD, enclosed in a no-name caddy equiped with high-speed USB cable.
I have changed the caddy for ssd drive, and now the usb drive is being recognized by Raspberry. But it is strange how the "faulty" caddy is still working when connected to a PC and I even was able to copy large files at high speed rates.
What are you using as a power supply?
