Pi5 no question, it is as above a touch more, the PSU is also a bit more, but it is well worth the £5 to 10 difference overall.
Then get a load of PicoW and off you go.
You can bulk buy Pico's to reduce the price, shop around.
I wouldn't even glance at the Pi4, because you'll want 4GB at least now.
There is a now an official Pi5 kit so look at hat too.
It'll last longer before it becomes a pain to use.
Only once you have thing running and you know what they need, then you may look for PiZero/Zero2 as on board devices without a desktop to be the central Pi.
