I suspect missing „linux-image-raspi“. That one is needed, isn‘t it? (edit: according to the internet it‘s not as it’s generic and the raspberrypi-kernel and raspberrypi-bootloader are specific for the Pi and therefore sufficient).
You got me wrong: current OS release is Bullseye (v11), not Bookworm (v12). I‘m aware of the boot image changes introduced with v12 - but again, v11/Bullseye is installed on both systems.
