Classic Video Game Console ROMS are not difficult to find on the internet, and are often times considered abandonware.
AIUI legally there is no such thing as "abaondonware". Software being abandoned (i.e. no longer supported or developed) does not give you the right to download, use, or distribute it. Gaining those rights requires one of three things: the rights owner releases it into the public domain, the rights owner grants a free open license to everyone, or the copyright term expires.
Don't hold your breath on that last one though - the Berne Convention has a minimum term of 50 years after after author's death (or 50 years after first publication if author is unknown) but some territiores have a longer period.
Usual caveats apply including IANAL.
