Bullseye and earlier were released prior to the launch of the Pi 5, have not, and AIUI, will not be updated to run on the Pi5. That's the issue not the NVMe HAT+.
It might be possible to patch an earlier OS but I've no idea how and how easy that would be.

If you're on some other model of Pi how did you manage to connect the NVME HAT+? None of them have the correct connector and only the CM4 exposes a PCIe lane.
