Sounds like it is a real pain using the Pi 5.
I just got a debug probe myself, but I only have the Pi 4 and a regular PC to connect to my Picos.
So, as it stands you don't use GPIO, but just attach the debug probe to your Pi 5 USB port, as stated above. I guess that part of the docs could be updated?
As far as the config files, I will have to give it a go and see what's up myself. Maybe a permissions thing.
The OpenOCD User's guide section 4 "running" looks promising, but the proof is in the pudding, as they say. Now I want pudding damn it!
