I've looked into each of the suggestions from thagrol.
Ad-hoc wifi seems like the best option for me. As I dug in it got more messy than an amateur could
deal with. But then I discovered 'Create Wireless HotSpot' that is built into the latest version - bookworm.
It is essentially an ad-hoc network. Unless I run into a snag with it, that is how I will be proceeding.
Wireless Hotspot is available as a drop down from the wifi icon in the top menu bar. Very convenient !!
I will still need to setup in a way that ensures it is available when starting without mouse and keyboard.

kip - I was not aware of the SEPIC converters. looks like they are common for LED headlights. I agree it
looks like a good plug and play option. I gave some thought to using the on-board 12v battery, but thought
I would get bogged down in electronics - good suggestion
On Pi vs Arduino - you're right Pi may be overkill. I started out looking at Arduino. I think it could probably do
the job, but I liked the Pi package more - and it's cheaper. The Single Board Computer concept is interesting.
Odd as it may sound - I may try to build the same system with Arduino later just to learn about it.
