When he said configure, he's referring to the configure script you run before building openocd from source. (It's a pretty standard approach to feature detection for unix programs.)
With regards to the raspberrypi-swd scripts, the one in /usr/local is relevant when you're using the openocd installed in /usr/local/bin. The one in the vscode extensions is relevant when you use the Pico extension to run its own openocd. And the other one in your home dir is from the source of openocd and is not used by any of your installations.
