Increasing the swap space was to correct an issue getting through apt update and apt full-upgrade which was choking without it.
This is due to the apt process now being able to use multiple cores at once to do the updates! The only way to limit this is to restrict the number of cores with maxcpu (?) on the OS command line. I thought the OS was now configured to have a bigger swap space - maybe yours just missed it
Increasing the swap space beyond the old default (512MB IIRC) on any 1GB or less Pi is probably a good idea anyway, but on a single core Pi0W it is probably not the issue. I also think the default (at least on Pi02W, where the problem with apt was reported) has now been increased, though I have not checked.
