Ah - the difference in pwmchip number is possibly because I have the fan fitted and I loaded the pwm overlay at run time. Configured as you are, I end up with pwmchip2 like you, and period 25 + duty_cycle 12 produces a 25MHz clock.
Is your scope (and probe) fast enough? If not, you may be seeing aliasing artifacts.
