The relevant dnsmasq statements I use are:dhcpcd shouldn't be there as the RPi firmware configures the network addressing, after which tftp fetches files normally in /boot/firmware
The default NetwokManager now in Bookworm just runs and creates an in-memory ad-hoc profile that represents the action/allocation down by the firmware. You can do other things maybe, but this is it for RPiOS.
