Try asking Waveshare
Search the forums here and you'll see lots of people come asking us for help with WS's hardware because WS does not respond to them. Problem is, since not many of us has ever been able to make any of their stuff work, there will not be much help you can get from here because of that.
I highly recommend you return the board for a full refund and purchase one from a reputable brand that does offer support.
You paid money for their hardware, they should be more than happy to help you getting it to work so you can show your friends how awesome it is and they too will buy WS's stuff. But that is not what they do. They sell stuff and if it does not work out of the box, you're on your own trying to get it to work and most of the time you will never be able to get it to work.
Good luck.
You might want to try asking the maintainer's of agps3.py too. I am not familiar with it.
You can do that here: https://github.com/kenjfox/agps3/issues
And good luck with that, because their support is horrible, and that's when they help you at all.Hello
