I have found these 5v Noctua fans which come with a USB plug adaptor:

I don't see a USB adapter on that link. I do see an adapter for propritary fan headers. That's not the same thing.
PWM control over the USB port would require a USB interfaced fan controller.
Power and control via the GPIO header should be possible though - that's what the official case fan for the 4B uses.
