But when I reflash the board again, the partition table is erased and the board is reboot to BOOTSEL mode. `picootol` displays it has no partitions.

Can you be more precise. what did you do to "reflash" the "board"? partition tables are only respected by UF2 drag/drop or by picotool (and even then, unless you disable absolute downloads in the partition table, you can still overwrite the whole of flash, including the partition table, using the above means)
