Don't know if you are doing anything wrong per se, but when I use an external disk, I image write to the drive directly, (I use dd).

(Don't forget that RaspiOS will format the whole disk before it will boot into the desktop.)
I have used that approach (albeit mainly to SD cards) in the past but, especially with the P5, now usually use Imager to write to a SD card first (or even use Network install on a P4B ), then install some of the tools I use (but are not installed by default) and then use the provided "SD Card Copier" utility to clone that card to the "final" bootable device whether it be a USB flash drive, USB to SATA connected SSD or an NVMe drive (via a M.2HAT+ on the P5 or, possibly, a USB to NVMe SSD adapter for a P4B** ). NB: everything is done on a Pi with raspberry PiOS- most often a P4B or my P400 - I no longer have direct access to other computer/OS types.
