The pull-ups and pull-downs are not resistors. Of course, they resist current but the relationship between voltage and current is not exactly linear, i.e. they don't obey Ohm's law. This is normal for CMOS chips; resistors are expensive and can't be justified for pull-ups and pull-downs intended for digital applications, where a resistor is usually not necessary.
To be fair on the datasheet, it doesn't say anywhere that the pull-ups and pull-downs are resistors. I have on my todo list the idea of plotting the voltage/current curve for RP2040 pull-ups and pull-downs and posting here.
