A ".deb" is a Debian package. Teamviewer doesn't appear to be in the RPiOS repositories. (Run "apt-cache seach teamviewer" to see what I mean. You don't get any results back.) What is probably going on is that .deb package you're trying to install is most likely for an x86 or x86-64 system, rather than an ARM-based system.
And, just for information, what leads you to believe that the package you're after was written for the Pi?
