Most computer programs also enable/start themselves nowadays when you install them. Is nothing strange, otherwise people say 'it does not work'. Companies like APC don't want to get those help questions.I have no idea why. I never enabled nut-driver. I installed it and configured it, but never tested it because the UPS is too far away from the Pi.
Other remark: Do you need UPS to communicate or do you only need/want battery-backup for you Pi?
You can just cut power from a properly configured RPiOS. I have a solar powered Pi3B+, it just gets its power cut ad-hoc every day at least once when not enough sunlight.
