What do you run on the Pi 4? My heaviest workloads on my Pi 4 were often limited by SSD speed or the GPU. For those, the Pi 5 gives a far bigger boost than a small over clock. And from what I see second hand, you could get most of your Pi 4 money back, leaving a small cost to upgrade.
If you are looking for more speed with something like Web browsing, tuning the Web browser can often produce a better speed gain than an overclock to 2 GHz.
