The Pi4 VL805 firmware is embedded in the bootloader flash (there's no way to remove it) and is automatically loaded upon request from the kernel if you specify VL805=1 in the EEPROM config which means - pretend this is a Pi4.
There must be a difference between your kernel and the RPi OS kernel. I suggest modifying the Yocto build to use the standard RPi 6.6-y kernel and bcm2711_deconfig and use that as a custom baseline.
Alternatively, you could use a dedicated SPI flash chip but you would need to get the firmware yourself VIA Labs (we don't have the source code and only have the RPi4 configuration supplied to us)
