Your PSU is not capable of 5V @ 5A, only 5V @ 3A, so in 5V it can only do 15W.The chargers I have used with a 60W rated cable include:

Anker Power Core III Fusion 5K: https://support.anker.com/s/product/a08 ... -fusion-5k this does use PD and says it can do 5V 3A, 9V 2A, so it seems this should work
Plugged into the Pi I only have a small fan to cool an attached heatsink, which I don't think should be drawing that much power. I will try to find a PD charger that explicitly says it can do 5V 5A and see if that works, or just go grab one of the first party power adapters.
Get the official Pi 27W psu and be done with it.
