OK, I created another account and logged out. This presented a login screen with both User (a pulldown, which I'm very sure wasn't there before?) and Password. Where I could see what was being entered for User under Other. And sure enough the "Official Raspberry Pi Keyboard" doesn't enter what's on at least some of the keys (at least for the "@" character). Aside this keyboard isn't even available in the massive keyboard layout list. Apparently the default "Generic 105 key keyboard" layout at least gets more keys right but isn't established until you're actually logged in. The workaround was to change the password to something the Official Raspberry Pi Keyboard actually enters before keyboard mapping is established.
