Perhaps not strictly "better" in this particular instance, but if OP ever decides to modify any other localization settings, such as keyboard, it's definitely more important. Why? raspi-config makes sure that ALL locations (files, etc) that need to be modified ARE modified.Out of interest, why do you consider this a better approach? Both would appear to achieve the same results.
