the system and desktop are 2 parts, 2 sets of settings
the system part is what you use sudo, it's running as root
the default desktop is labwc, menu -> preferences -> raspberry pi configuration
these are settings for the user in the desktop
the desktop is a raspberry fork, the configuration is in the gui that has been modified to work there way
changing the system settings does not change user settings in the /home/user folder if your not using the provided gui settings for the user
