It could be argued that not being able to upgrade the OS without increasing swap space would make the release not suitable for the Raspberry Pi model.Quite clearly the OS does work. It's apt that is failing.
Not the same thing at all.
Since increasing swap size improved things once, try increasing it further.
An alternative would be to use a more modern Pi to perform the update/upgrade.
The interesting thing is that the Raspberry Pi 2 Model B has 1 GB of ram. If memory is really the problem, then you could reasonably expect that the 32 Bit Lite release wouldn't upgrade with the default swap space on any Raspberry Pi model with 1 GB of ram or less. This would include the 3B and the Zero models.
