RPiOS installs the MariaDB fork of MySQL. For the last install I did, I installed mariadb-common, mariadb-server, libmariadb-dev, libmariadb-dev-compat, and mariadb-client. (Do you also need the steps to gain access and start setting up users and databases?)
I've never used phpMyAdmin. Or rather, the one time I tried it, I couldn't make heads nor tails of it so I just work directly in the database.
My note on PHP call for installing php-db, php-mysql, php7.3-mysql (the notes are from a while ago, probably a newer release by now), and php-mbstring.
