btw is there any other ways of checking hardware integrity without the need of another pi?like using multimeters?

4 blinks means a file was not found, thats very clearly not a hardware issue

i thought the start_cd.elf and the start4cd.elf one was the start.elf

start4cd.elf is only used on the pi4 and pi400, it doesnt count
start_cd.elf is only used if you have gpu_mem=16 set in config.txt

what are the contents of config.txt ?
have you modified config.txt?
