Schematics are at https://datasheets.raspberrypi.com/hq-c ... matics.pdf. My read of it is that removing R8 would mean that the sensor never comes out of reset unless you add a 2k2 to the normally unpopulated position R7.
Is the sensor responding on I2C address 0x1a? You should also get a response on address 0x64, and that isn't gated by the enable GPIO line.
