Your 67W phone charger is almost certainly only supplying 15W to your Pi. Assuming, that is, it's a USB PD one.
The Pi only accepts 5V. To get 67W you need 13.4A. The USB C connector is only rated for a maximum of 5A.
If it has a 5A@5V mode (which is unlikely) your Pi should get 25W. If it doesn't you'll get the PD default: 3A@5V (a.k.a. 15W).
As for your powerbank, I've no idea what that outputs. Check its spec.

So an off brand board with an integrated flex cable. And an error in it's description (mini PCIe is something very different).
My advise? Get an official PSU and an official M.2 HAT+.* It may not solve the problem but you'll be using better and more appropriate hardware.
*: as an alternative, I've had good results with the Piromoni NVMe base.
