The gamma curve turned out to be exactly the functionality I had in mind.
By significantly brightening the shadows and compressing the highlights, I was able to achieve a flat and bright overall image.
I also found that the tone_curve parameter worked as expected when specified in the 0 to 65535 range, just like the gamma_curve.
