Compute Module • What is the purpose of R9 on the CM5 IO Board?

The CM5 IO board has a 2.2k resistor, R9, between +5v and GND (shown on the first page of the schematic diagrams on the USB-C receptacle's VBUS). There is a note next to it saying "Discharge Resistor Needed by some Type C PSUs". Can anyone explain what that means? Why and when does a USB-C power supply need an additional 2.2k bleeder resistor if everything on the CM5 and CM5IO that is powered by +5v is already loading down that rail? (If it's a requirement that comes from the USB spec, please let me know where that is specified.)
