The significant fact is that other PI isIt also might be worth trying with a powered hub...though; that seems unlikely to be the issue if it works fine on another PI.
Pi Zero doesn't have the power limiting on its USB socket. The full current of the PSU (minus the small amount the Zero uses) is available for the USB device.a pi-0-w
With a Pi Zero running from a 2.6A Pi 3 power supply (I'm guessing as Pi 4 PSU would need an adapter), using around 300mA, there will be 2.3A available for USB instead of the 1.2A the Pi 4 allows.
