Compute Module • CM4 gave up waiting for root file system device (network boot)

I'm using a Raspberry Pi 5 as a server to set up a point-to-point network.
I followed all the necessary steps and the official Raspberry Pi documentation:

The boot and root partitions were written to a USB drive using Raspberry Pi Imager, selecting the appropriate OS and device.

When I try to serve the root filesystem via NFS, the system hangs at this message:

raspberrypi5 rpc.mountd[1443]: authenticated mount request from 10.42.0.28:939 for /nfs/client1 (/nfs/client1)
And then, an error occurs on the CM4:

What could be the issue?
