Most likely pull-ups on that picture. The resistors are 10K (marked 103), which is way too high for a series resistor. Ah, there's even a "10K" label on the boardThe four resistors could be pull-ups, or they could be series resistors to protect the micro's GPIO pins from the outside world. If we look really closely at the traces (here's a probably identical board) it looks to me like they are pull-ups, although the one for CS is routed differently.
