No (see below).... is it possible that your "nfsroot" is only being offered at V3?
Thanks, for confirming that it can't boot using NFS version 4.initramfs uses klibc utils. klibc mount only accepts 2 or 3 as valid values for nfsvers. Other values will cause it to fail and not mount. It has been an issue for years now.
If you want NFS v4 then you'll need to modify the initramfs tools to create a custom image with a better mount utility.
Do you happen know which mount utility I would need?
