Do you actually need 2 separate LANs? I have 2, but run on the same wires and on my network anything.which needs to see something else has IP addresses on the same subnet. Thus some things have 2 IP addresses. I also have a second router providing wifi, with trivial routing to keep the guest wifi on a separate subnet.

In your case, what is the IP address of the TPlink router on the Netcomm LAN - remember routers need IP addresses on both their LAN and their WAN side. So you need to set up routing on LAN 1to that IP address to reach anything on LAN2. And you don't need NAT on the TPlink.
