Converting BIN or HEX to UF2 is trivially easy and the code to do it far simpler than what you have found which needs that JSON file and seems to do a whole lot more than is strictly required. Converting from ELF used to be possible with the installation of a Python module but may depend on what the latest linker generates.
For some reason I removed support for ELF from my tools so maybe it's a timely reminder that I should reinstate that.
One question; because I couldn't tell from a quick look - Does what you now have generate the E10 Fix for RP2350 use ?
Having had to step away to get some sustenance inside me, I have now tried this 'uf2conv.py'. What you have now doesn't seem to work, isn't even adding Family ID correctly AFAICT. I'll do some more digging to see what I can determine. Back soon.
