Everything is up-to-date. I just installed yesterday, and also did `apt-get update && apt-get upgrade` (as sudo of course) plus I used the GUI's updater, all before trying all of the above.I think they fixed that, so update your OS

Regardless, various replies on the post you cited above explain the issue. First, I'm using 2.0.0, which is the one we get when installing from the usual place rather than from Github. Changing `/boot/firmware/user-data` works.
BTW I was unaware of full-upgrade, so I'll keep that in mind in the future.
