On my Pi4B with Bookworm I can edit using

sudo nano /boot/cmdline.txt

The contents of /boot/config.txt and /boot/cmdline.txt is now
iirc the /boot/config.txt was linked to /boot/firmware/config.txt at first but this is no longer the case.

Eitherway you should edit /boot/firmware/config.txt with bookworm. If you did an inplace upgrade to bookworm this can lead to anomalies.
