No clue why nmap is throwing an error...I've never run it against my isc-dhcp-server.
Comparing your dhcp.conf with mine, I note that you don't have 'option broadcast-address 192.168.92.255;'. Your test will tell if that's what's breaking your dhcp server.
FYI, ndm is a command line tool to configure isc-dhcp-server or dnsmasq. It has a json database, and produces working config files for those dhcp servers as well as named or dnsmasq for DNS.
