AFAIK 32-bit apps do NOT run on 64-bit linux.

For Windows 32-bit is a nobrainer.

A pager looks like an application that needs the Zero if not smaller form factor. Why would that need a faster GPU? Are you using the GPU as an accelerator for signal processing?

Though not possible for the new Neoverse cores available in the cloud, running 32-bit apps on a 64-bit kernel is possible with the Pi 5. That's exactly how the 32-bit version of Raspberry Pi OS works when booting on the Pi 5.

Note when getting into this level of detail one needs to distinguish Linux the kernel from the associated GNU user space.
