There isn't one.
Max speed depends on two aspects:
1. Getting sufficient heat away to keep the die temperature OK. That depends on more than the performance of heatsink and fan. For example ambient temperature and airflow routes.
2. Propagation speeds of the gates in the chip. Those can vary between individual samples of the same device.
As both of the above factors are unknown in your case, no-one can give you a safe overclocking figure. The stock not-overclocked speeds are what the 4B designers are satisfied will work.
