Ok, cool. So is the Pico 3.3V output sufficient for 10 logic ICs?It is out of spec but HCT will work at 3.3V. The requirement for 4.5-5.5V is because HCT has TTL compatible outputs. If you don't need that then the supply range is 2V-6V like HC.
I wouldn't do this for commercial applications but a one-off homebrew mod will be fine.
tom2: you could power the PCB from 3.3V and connect the output (IDC pin 2) directly to the Pico.
