You have an older revision of Raspberry Pi 4 which is vulnerable to the problem you are describing. The same exact thing also happens if you attempt to boot version 13.3 on the same hardware. I know because I have the same revision of RPI4 and it will not boot on 14.1 or 13.3.
I have searched the FreeBSD bug reports and don't see this bug officially reported. I saw something similar but it has to do with running the EDK2 firmware.
